              Project Description:

              Johnston Construction Company, in a parallel design-build contractor relationship with Rummel, Klepper & Kahl, LLP, provided design, engineering, construction, and commissioning services under a GMP contract for the $989,000, 0.15 MGD, Phase I wastewater treatment facility upgrade for the Erickson Foundation at the Elk Neck State Park.

              The Elk Neck State Park Wastewater Treatment Plant utilizes a sequencing batch reactor process followed by filtration designed to meet the ENR treatment levels. The facility is owned by the Maryland Department of Natural Resources and operated by the Maryland Environmental Services in Cecil County, MD. The project required equipment restoration and plant upgrades to the existing extended air, activated sludge plant that was constructed in the 1970s. Flows were expected to increase from 108,000 to 115,000 gallons per day after the new Northbay Camp Environmental Training Center, located within the state park, is in session. The Northbay Camp is a public environmental educational center operated currently by the Erickson Foundation on behalf of the State of Maryland; it features numerous state-of-the-art indoor and outdoor educational and recreational facilities, on-site housing, and a commons center for eating and gathering.

              The sequencing batch reactor upgrade included a new 25 feet deep submersible pump station with two 10 HP ITT Flygt submersible pumps that was installed using a slide rail shoring system due to the close proximity to the bay.

              A 32,000 gallon equalization tank complete with a Liquid Dynamics JetMix?vortex mixing system with two JetMix?nozzles and a 7-1/2 HP Hayward Gordon centrifugal chopper pump. Existing components of the high-rate, activated sludge process were removed and replaced with ITT Sanitaire stainless steel fixed head coarse bubble diffusers with three Tuthill high pressure rotary blowers with premium efficiency 15 HP Baldor Motors.

              The existing clarifiers were modified to include new return activated sludge and scum piping, a Plasti-fab FRP baffle and trough weir. A new Trojan 3400 PTP ultraviolet disinfection system with effluent well and three 3 HP ITT Flygt submersible pumps with Allen Bradley variable frequency drives were added. The effluent is plumped through two Simplex basket strainers. Post aeration was provided through ITT Sanitaire stainless steel coarse bubble diffusers. Also included were a new outdoor Kohler 80 KW diesel generator and an Allen Bradley PLC.

              The project was fast-tracked to meet the scheduled opening of the environmental education center in July 2005.
